there are some perspective issues that make this feel off, such as if the viewer was so high up that the river would seem so small and to receed into the distant horizon like it is, the viewer would need to be quite high up, looking down - however the position of the horizon line suggests that the vewier is looking pretty straight ahead.

both the building area and the landscape area work well on their own (other than the river in my opinion, which seems very tiny that it would be indiscernible in the distant area) - its just when the two areas are put together they seem very disjoint, probably has a lot to do with their vanishing points (which should fall on the horizon with 1 and 2 point perspective, as parallels will always converge on the horizon)

Thanks man, you're absolutely right, kicked the horizon up a bit and it looks much better It's still not perfect but I'm happy with how it looks.
