For a variety of reasons. First off, maybe being armed is seen to be slightly politically incorrect, especially considering that this is based off of a kid's/family film (I don't have any problems with it). Second, maybe they just didn't feel the need to be armed at the moment. And third, maybe they are armed, but like law enforcement in, say, New Zealand, they often leave their weapons in their vehicles and rarely carry pistols on their person but instead have 1 or 2 pistols, a shotgun, and AR-15 series rifle (and maybe a Taser) in their car, while the officers themselves carry pepper spray and an expandable baton on their person.
Also, in the world of Zootopia, it would be hard to standardize calibers and weapons becuase of the size of animals, from shrews to elephants.

One. Ok standard calibers is understandable. Two even in kids cartoons they have the police with guns but they don't use them. And three more people in America don't care about political correction than the few that whin about it

I agree with you about the American people not caring politically . At my high school we have two sheriff deputy's as resource officers that always carry a pistol with extra mags, a taser, and pepper spray along with having their own personal sheriff suv's that say campus safety. I've also heard one of the deputy's was a trained swat officer.

Yeah same with my high school. But of course there's some sort of butterfly project that says a butterfly for a child that died due to gun violence. But what people don't realize I'd that there adding gun accidents rather than gun violence because the people that die are often the person committing a crime very rarely does someone die from gun violence in America

Yeah and with know a days people accusing police of what ever and some are even attacked and the police department is largely understaffed for men or woman to do patrols and are even accused of "police brutality on blacks" when it's not the police officers fault in the first place most of the time it's self defense, or an accident when the police are getting agitated because of something looking suspicious and acts out of fear and as well as have little back up if they need help

If Disney was to come out with a story about the world of Zootopia, I doubt that it would be anything like Rango where the characters use firearms and I doubt it even more if they get into actual shootouts. As you said, there are kid's cartoons where law enforcement are armed, but don't use firearms. Also, I was kind've making a reference to people who are sensitive to (fictional) violence and are less than enthusiastic to let their kids see a violent movie.
Overall, you're very much correct.
