That would be Feist from the Archie series. Feist used to be a minion of the wizard Ixis Naugus back when he was trapped within the Void; along with Warlord Kodos, Uma Arachnis, King Acorn, and even Robotnik. But after Naugus was freed, Feist assumed control of the unstable pocket dimension and transformed it into the Special Zone.
Whether or not if this is the same Special Zone from the Fleetway series is anyone's guess.

That depends whether or not you consider Sonic the Comic Online (STC's online continuation) canon to the original print canon. In STCO the Special Zone was destroyed by Shadow. That story was made years before the Special Zone in Archie was created.

As much as I like the online continuation of the series, it's still "fan canon". It has many innovative and interesting ideas, but the original series is still considered official in the Sega of Europe canon. I still enjoy reading it though.
As for the picture, one could argue that it takes place in some alternate universe where both series exist, or maybe both universes are somehow merging together due to some unexplained phenomenon; causing massive reality quakes.
