About the picture, it looks awesome. Some suggestions however.
As Maturo00 suggested, take out the black lines, it adds to the cartoony feeling. Also try to fit the widest of the circles to the full white of the eye.

A lil thing that disturbs me at the right eye (out of your sight it'd be the left one), the second dark-blue circle looks like it goes over your eye-lids.
But over-all, looks great
