Does this mean the Cleric gets +5 against non-Humans and +10 against non-Human Clerics?

yes, the Reform Cleric is +5 against non-humans (elves, dwarves, halflings, orcs, gnomes, half breeds, etc.) and a +10 if any of those races are a Cleric
