Mmmm, depends.
I got mine free with my tablet (even though my tablet sux) for 100 bucks.
Otherwise I think it's that much anyway... XD
CS4 is like, 400. O_O But it's pretty much - not really, but still - just as good as Elements, and I've found I can just live with elements.

But if you don't wanna pay anything, I've heard OpenCanvas is good. I think it's free download, since I downloaded it free too. XD But I'm not 100% sure how to use it so I can't help you there.
