First thing that struck me was the tangents of the bridge and the woman's gun-arm, hips and torso.
No depth of field flattens out the image and doesn't help the composition. Perspective elements could be added. Thinking about atmospheric haze that happens, especially around ocean environments, like the SF-Bay area. With that kind of cloud cover, there'd be fog, for sure. The problem is a common one in regards to most 3D renders: everything is in focus. With the texture of the hills in the back ground being so detailed, and the clouds above, there's no real way for the eye to "rest" in the image. Without that, there's no visual rhythm and the image just looks slapped together like a photo collage.
The image suffers from not having a good, strong light source. The gray tones are way too close, there's no contrast of light and shadow. I'd be hard-pressed to say just when this image occurred other than "day time".
While the basic composition is good, the execution (i.e. rendering and lights) just isn't working with the image. Part of a good image is not only what it shows, but gives a clear idea of when it happens.
The red hair tie/clip is a good touch, but it looks like an after thought or that something happened in error in the rendering. Maybe a reddish rim light from behind the figure could add to this effect.
The pose of the figure is okay. Maybe bending the non-gun arm a bit would give the figure a bit more sense of motion as moving the gun farther from the head (as it is the gun would be blocking the peripheral vision, and as a bay area resident, you don't turn your back or obscure the view of the ocean -- you never know when an errant wave will come and try to getcha).
Squinting my eyes, the silhouettes are good and the negative space is also well done.
There's the beginnings an interesting noir pulpy cover here, with a bit of tweaking (depth of field "fogginess", better lighting w/contrasts and a rim light to make the foreground figure stand out a bit more) this could be a good, if not excellent piece.
One last comment and I'm outta here, even in summer, with that kind of overcast, the coast would be cold! A jacket or something (even if it's being held by her non-gun hand) would add internal logic to the image and differentiate it from the many cheesecake images that populate this site. Of course, this is personal taste. It's just that this image seems to be part of a story, and treating the figure as a character in this story can, imho, do nothing but make the image more compelling and interesting to the viewer.
