This scene is from Kung Fooled just after Launchpad comes back to Darkwing and Gosalyn after he throws Molarity in the back of a paddy wagon
Darkwing Ducky is doing his usual bragging while Gosalyn is saying "yeah right" The background obviously ain't original and unfortunately the Animation Studio I purchased this from didn't sell the Gosalyn, Launchpad, and Darkwing cels together like they were supposed to!!
I really had to haggle with them and I convinced them that the cels are worthless separate Finally we made a deal 
Darkwing Duck copyright Disney but the Ducky owns the cels
