Eggman, due to the fact his final boss machines, in most instances are a 1 hit kill, especially the sonic 2 final boss, spiked hands would kill megaman instantly, tho wily does have the knowlage to build stuff just as annoying

My bet is on Wily because he builds FAR more intelligent robots, and has a HUGE experience advantage over Eggman. Don't belive me? Play Mega Man 2 on hard mode and go through Quickman's stage first. If you survive the one-hit kill lasers, you are Chuck Norris. If you can dodge the lasers AND beat Quickman, you are not mortal.

Robotnik builds his Eggmobile add-ons to kill Sonic with crazy gimmicks. Wily Builds his Skullmobile add-ons to kill Mega Man with firepower. Wily's more destructive overall, so he'd probably win.
