it wasnt an original pic,it was a render and a background stock well combined,but cant find them now in the thousands of stocks and renders that i have,it been pretty much time since i made this tag

1. Take pencil tool (white)
2. Draw short messy zig-zaggy lines all around the green light areas
3. Either displace or use a glass distort on them at max
4. set to overlay
