1. She’s half Dragon.
2. She hates shoes, and prefers to feel the ground with her feet instead.

Plus in Fates, the majority of her life, she was locked up in a tower, never allowed to leave until her father told her so. So she never had any reasons to wear shoes while she was in that tower. Once she was able to go outside, she was so used to being barefoot, that she never saw an intent to wear them. Her feet are probably the strongest adorable feet I seen to date, because she even walks though snow barefoot and doesn’t get frostbite. Hell, she even walks through lava barefoot, which does hurt her still, but the same thing applies to the other characters and they all wear shoes!
