He means that you did not specify that anyone could use this stock for their work if they wanted to. Most stock images are free to use, and have details pertaining to the conditions of use (Fav or Link). If you do not intend for people to use this to augment their own work, then it should simply go into the "Fractals" section, not a "Stock" category.
