If you like the episode the way it is,fine,but here is my idea of how it could have been a better episode.

First of all,replace Percy with another character who isn't any of the Steam Team ones. That way other characters can have an episode about them. In this case,any of the ones in the image work. Let's say the plot is still similar to the actual episode but with a few changes. The Railway Show does exist from the begining and the engines do get to compete with each other. In the end,we have a winner or some winners and the episode ends with the engines celebrating.
