Yes! but what would be the concept?
would manga girl and school girl be side characters to school girl super
does manga girl and school girl have super powers? can manga girl take colour away as school girl can make colours neon? school girl could be a strategist, make enemies coloured or make footprints glow to help track them, make objects glow so bright to blind them. school girl super could be the heavy hitter being able to grow, cut and transform her hair into weapons. I might have to think more about manga girls powers, computer genius?
or would it be a slice of life thing?

I imagine manga girl and neon girl would be constantly fighting because their powers are total opposites
maybe manga girl can use the colour she takes from her enemies and turn it into a weapon, so in a way she would also compliment neons powers
now I want to write stories with these characters 
I was thinking of a monster of the week kind of things
I will definitely draw a picture for all these characters sometime
