do you mean to do a line in the contour of an specific object? If it is, doble click in the layer of the object(where there are no the name of the layer), outter glow (or something like that) and go to change the settings in this option :>

I mean
.. you have a drawing, made with a pencil X'3
When you go to photoshop, you put black lines around the "things" ( X3 ) you drew, right?

oh, well, I actually use SAI, but you can do it in PS just putting the blak lines in the top layer and making this layer a "multiply" layer ^^, this way the below layers where you put the color will be visible through the top layer with the lines :>
There are other ways to do it in PS, but I don't know them very well >_<
