The effect is a very simple one.
Duplicate your current Layer and create a soft gradient mask (white to black to white) -> go to Filters Blur -> Lens blur and Blur the upper and the lower parts of the Image

Yeah u can get the "same" effect by using a so called "Tilt-Shift"-Lens. But they are, how you said, not the cheapest lenses out there

ich hab mal ein video von nem freund geschickt bekommen aus dem amiland mit so nem komischen kloputz ding .. haha war echt funny, aber tilt shift ist der scheiss schlecht hin .. um das mal in der poppigen version zu sagen. bei den youtube awards (youtube play) hat auch ein tiltshift video gewonnen. Ja, vorallem durch den Telekom Werbespot hat das in DE noch mal n richtigen BOOM ausgelöst

wer weiss, unter normalbürgern ist das immernoch "underground" und erzeilt diesen "wow wie hat er das gemacht" effekt. bei fotografen ist das auch nur unter den jüngeren ein boom denke ich, und von denen setzten das vielleicht wenig um weil es ziemlich speziell und teuer ist wenn man es nicht gerade diy macht.
