Well, I make the background the last layer in my drawing. I made the polka dots (any colour) and preserved it's opacity (It now can only fill the colour in the dots). I then reduce the brush density down to like 10, and chose a colour to go over the dots with. That's how I created the 'rainbow' effect. LOL IT PROBABLY MAKES NO SENSE :L Ohwell D: I did this on SAI!
