I like it! It's very reminiscent of majungasaurus (a relative of carnotaurus from madagascar if you are not sure)

It didn't need its arms for several reasons. For one, it's neck is long for a theropod, and its skull is built like a hatchet. As such, carnotaurus likely ran up to its prey (it's theorized to be one of the fastest theropods mind you) and repeatedly cut into its prey with that hatchet-like skull. Secondly, in regards to its probable hunting habits, some scientists think it would use this to attack large sauropods, making them die due to shock and blood loss. Other scientists think carnotaurus was to fragile for this, and used its lighting speed and devastating bite to catch smaller faster dinosaurs
