Gataro is a sorta Kappa, [link]

He's old, really old, so old the hair on his head fell off and skin grew over the bowl of water on his head.

So old infact hes been around Void city since before it was a city. When Void was nothing more then a small farming village with a limited number of residents. Gataro watched as more and more people moved into Void. He watched through the years as the buildings got taller, and the population grew. He watched as he fellow yōkai ( basiclly demons [link] ) grew smaller and smaller in numbers. With little he could do, Gataro tried to fight agianst the people, but failed many times as their numbers were far too great. As time went on more and more people kept coming, and the city kept growing and Gataro could do nothing.

Ulitmitly Gataro was forced to live life in the sewers of the new Void city. Gataro hates all who live above ground, any who arent Yokai, for what they did to his land. He has since given up on trying to fight the people, and instead spends his time offering a safe haven for any Yokai who may still wander void.

He keeps tabs on the above ground world through TV and whatever may wind up in the sewers. He sometimes ventures out of the depths, in search of Yokai.
