Thanks, blame it on my head cannon but I like to image that Cadance rules the Crystal Empire in much the same capacity as Celestia is the ruler of Equestria, two distinct kindoms that enjoy very close relations both literally and politically. Also I didn't leave enough room for more portraits, school budget cuts an all.
