Well, it's because I headcanon that their extreme regeneration is connected to regular feeding and Sam and Neil are young adults - not really teenagers, but at the almost-adult-but-not-quite spot where they are mature enough to be treated like adults, but they are not feeding from humans yet. Age 300ish.
It's still a couple of years until they do and by the time Neil would have the ability to regrow a limb, his body sort of forgets that he had an arm in the first place so he can't anymore.
Does this make any sense?

Completly... and i find it pretty cool. My personnal headcanon is that even adult they can't regrow a limb, in fact the wound will heal so quick that it's even hard to reconnect the limb if the cut is clean. One of my OC as lost one arm this way and don't have prostetics, because (another headcanon) wraith don't have advanced medcine and prostetic because an amputated wraith is considered usless and generally killed and recycled by his hive. (Yes my vision is pretty grim dark ^^', that's also why i love so much more light hearthed vision like yours)

I have a giant, very elaborate AU for my wraith that I will probably never publish in detail because the premise is somewhat silly and nobody would care.
There is a shock factor, a time window while the body registers the severity of the injuries that makes it possible to reattach lost limbs or treat the wound to postpone healing. The ability to regrow limbs was a rare gift that was unique to one of the bloodlines, but because of the strategical uses of if, they found a way to replicate it with a decent success rate. It still doesn't work on everybody. Todd for one is not compatible with the treatment at all - it involves drinking a pretty gross coctail that provides enough organic material to make up for the lost body mass, but he can't absorbe enough of it to even start healing.
Creating prosthetics isn't usual for current day, post-war wraith and the technology is mostly lost, but there were more peaceful times when their number was low enough that they couldn't afford to discard crippled or injured wraith.

for what it is worth, i will be more than happy to read a complete headcanon AU, silly beginning or not about wraith. espescially if it's as well construct as your's seems...annnd i think i'm not the only one.
Glad to see i'm not alone to think they have lost a huge amount of technology since the great war... even if they make as if they always are as amazing as they were long ago. ^^

Him and two others. A ghost centaur and a demi-god/ resurrected ancient emperor.
I starter limiting the number of threads I have at the same time, but it still eats up most of my free time to maintain the blogs.
