Actually scourge is from the comics.
He just never made any appearance in any of the games and tv series.

But if you read the Sonic the Hedgehog comics he would make his appearence in those. Even in Sonic Universe.
Which, point out that he's not a recolor sonic fan character.
But He isn't in every comic book, just ever now and than it would show him in Sonic the Hedgehog and Sonic Universe.
