A lot of people seem to bet that Jason will win this one, but knowing ScrewAttack, they're going to be looking at all continuities of TMNT and create a composite Leonardo. And that means they're going to look at the 2003 Leonardo, who is arguably the most powerful Leonardo since he at some point possessed an Enchanced Chi state, and even had the ability to turn into a Dragon, and also wielded weapons like the Sword of Tengu and Gunshin, one of the Ninja Tribunal weapons. If they count those in.... This is not a clear cut win for Jason.
