Hahahaha no, it's just the "Pikachu" from this generation, like Pachirisu or Emolga I think

But yeah, it looks like a fusion between Pikachu and Raichu, like an incomplete evolution or something

I thought that might be the case,since they did make "other" mouse forms. like Plusle and Minun and those you mentioned.If it had been a new pikachu form I'd be really disappointed lol
