Description How to do this?

1. Open a new file (this one here is 600x400)
2. Set your forground colour on #CDAF75 and fill the file with it
3. Now go with your burntool but first set it on Midtones and a low opacity (between 5 and 25). Than go around the edges to create that burned effect. Just try a little bit.
4. Create a new layer and fill it with the pattern Washed Watercolor Paper. (choose Edit>Fill>attern)
5. Now set the fill layer on Color Burn and you have it
OPTIONAL
6. Create a text with the Type layer. Choose the color white #ffffff.
7. Now set the type layer on Soft Light.
And tadaa!!! You've made your own parchment!

8. Create a new layer
9. Select the brush from Special Effect Brushes called Drippy watercolor. Now go to the brushes next to presets. You'll see Wet Edges checked. Uncheck it
10. Now make some dots on your parchment.
11. Go to filter gallery and select Plastic Wrap with Higlight Strenght 9, Detail 9 and Smoothness 6.
12. Now click on the blending mode of the spots-layer and select Overlay.
13. Now you've got inkdrops on your parchment!
