Well I think you did a great job with this :3

I really liked the character's design. That really made him look like a prince. And the all details of the design look so original. Especially I really liked the details around his shoulders. And the badge thingy (sorry for my bad english xd ) on his chest looks so different. I also think that the contrast is well-done. The whole drawing doesnt seem confusing. And hair is so beautiful! It's so detailed and well contrasted again. To comment about his face, in my opinion you did a great job with the side parts of his mouth and the bottom areas of his eyes :3

About the points to improve, I think he looks a little bit feminen since he has thick eye lashes. And the vertical lines on his neck could have been just straight and between those lines it could have been shadowed a little. It would made the drawing more realistic I believe. The shoulders look too small when we compared the size with his head. The bones under his neck shouldnt be connected also. I suggest you to take anatomy referances :3 It can be difficult sometimes to work with anatomy and referances are really helpful for every artist :3 The last point is that the eye sizes. If you're an artist who sturggles to draw the second eye like me, I can suggest you that drawing the both eyes at the same time. Drawing one after finishing other sometimes causes them to look different according to some tutorials. And they are right I think. And these are just my opinions :3
