she found the pony, outlined it using the anatomy of the pony, saved it as a 16 color bitmap, took away the left over color, filled it in and then boom

I imply she used layers, if she did, she proboably flattened the image first, then chosed to save it as png. It's different for all programs though, because in Gimp, you have to export as .png, instead of saving it (it only lets you save as .xcf, I believe).
