What does SPQR even mean? I know it's Roman, I've seen it quite a few times before.

It means Senatus Populusque Romanus, or the Senate and the people of Rome. ^^

Ah, I see. Now it makes sense. But... why does she have it on her? In fact, why have I seen pictures with Percy possessing the same thing in tattoo form? He's a Greek Demigod, not a Roman Legionary.

All Roman demigods have it on their shirts, and Hazel is a Roman demigod. I'm not 100% sure why, but they do. All Roman demigods also have tattoos on their forearms, indicating (I think) their godly parentage and their years of being in camp/rankings. The tattoo is sort of the equivalent to CHB's clay bead necklaces.
Percy posses the tattoo because in the spin off series, he and Jason's (the second praetor of the Roman camp) memories are wiped, and they both appear in the opposite camp. Percy then proceeds to earn the trust of the Romans, eventually replacing Jason as the second praetor.

But, aren't the Roman and Greek gods the EXACT SAME PEOPLE?

Well, some can be very similar, but others can actually be very different from each other. Take for example Athena; in her Greek form, she is considered the goddess of wisdom and battle strategy, but her Roman counterpart, Minerva, is mainly associated with crafts and sewing.

But it was said that while they were called by different names, they were still the same gods. They were always Greek.
