it would be interesting if they were but when todoroki saw dabi in the woods when they were trying to get bakugo he didn't really have a reaction

Most people think that Dabi dyed his hair and now he's covered in all of those scars. That, and who knows how long it's been since Shouto would have seen his eldest brother and he really didn't get to see him much at all during his childhood. So Shouto probably wouldn't recognize Dabi if he is his brother.
