Description
So...this was Carmelita's father and Sheryl's closet friend and mentor at Interpol. Like his daughter, he took his work as a policeman rather seriously, and was not one to fool around. Unlike his daughter though, while he pursued Conner Cooper his views on him were not black and white like Carmelita was first with (and the majority with up until 'Thieves in Time') Sly. He in fact considered Conner an ally, just on the opposite side of the law, sometimes helping out the Cooper Gang even if it benefits his divison.

With his relationship with Sheryl, he at first was surprised at the potienal this girl had (and more shocked that his collegues were snubbing her every opprotunity out of jealousy). He also noted her poor social skills (the girl couldn't even make a single conversation at first with others, aside from her parents). He took her under his wing and showed her not only how to capture crooks and true criminals, but also how to interact better with people. Sheryl really looked up to Joaquin and saw him as an older brother-father figure.

Later on, Joaquin met and married his childhood sweetheart and had Carmelita with her. Sadly, five years later after while on patrol he was murdered by a gang of mobsters. Carmelita had in her for the longest time all crooks were the same, even if it quite wasn't true. Until she met Sly Cooper....
