Yes it's open to the public, you have to pay the admission fee and then find the door to the stairways leading to the top.

Bet it would! I don't know if they're doing night tours of St. Pauls.

No guided tour but after paying the admission fee you can get up there. There's a very narrow walk around the little cupola and loads of tourists crowd it most of the times. At this occasion, a group of dutch cursed me because I took my time for my photos. I've got a couple of panoramas from that spot in my gallery, so they got a lot to curse about.
