This is Scarecrow. He is Silhouettes henchmen, friend (?), lacky, etc. The two of them make up quite the duo, especially with Scarecrow's own physical attacks. His right hand can be used to impale, and his left can stretch out very far...

Despite this and his terrifying outlook, he can actually be very kind. He is also not the brightest, Silhouette often having to explain things to him. He will do almost whatever Silo says, due to them being friends for the longest time.
