Yeah, Harlow is Bishop's (the character) brother. Being the same age as Bishop, Harlow is the younger one only by a few days. He went through a similar accident as Bishop went through. It also gave him some strange abilities that does make him a freak as well. Aside from increased durability as Bishop, he has abnormal agility. An example of such agility: Harlow has insane reflexes & an even accurate shot. Even slightly better than Sniper.

Instead of telling his personality through a reference sheet: I'd rather show more of his personality through posters, even some comics when I get the chance.
