He's the only character we seen who has that! And in the Loki arc, we see two shifty guys hit on Lucy and one of them has  a head that always shakes!!!!  Non-stop!  STOP IT.

Fiore and Edolas are full of weird people
But thats what makes the series more interesting (just looking all illogical character traits distracts you from storyline XD)
