is he though? i mean, what's the age of majority? for all we know it could be 16/17.. in fact, wasn't it 16 in the northern water tribe?.. and the past avatars typically weren't told the were avatars until they were 16 (excluding aang and korra of course)--because that's the age of majority? . so in all likelihood this 16 year mark would not have changed in the 70 years between shows, if it was consistent for several hundred, right?
