"Blue Snowman" power armor was originally supposed to be mass-produced to fight wildfires and save people from under the rubble of collapsed structures. However, the production was suspended because of internal struggles - some ministers believed that the power armor would work best as chassis for the heavy weaponry, because it is no less powerful than a tank - and at the same time much more agile. Others believed that it would be much wiser to use the armor's in-built weaponry for crowd control, and all senators believed that giving such suits to fire fighters would be a waste of resources. The stress of constant struggles, the attempts to prove the usefulness of that armor for the rescue teams, the negotiations and the stress of listening to a constant river of criticism drove the suit's creator, Sandra Knight, to a nervous breakdown. As a result she simply hijacked the armor, and Star City became her test site. The "Blue Snowman" controlled by Sandra beat Stripe (a genetically spliced human/Vildarian vigilante) to a bloody pulp - but she had to flee when the experienced heroes arrived. Since then Sandra went underground - it turned out that it's actually quite easy to hide a bulky suit of armor if you know whom to contact.
