This art is pretty mediocre, however, it looks like a base was used. Try to refrain from them, but at least trace over it on a seperate layer with a non-opaque background. I used to do the same thiing, but I started with basic shapes, put in detail, then trace over and color in on a different layer. It really comes out nice, and it will make you feel more satisfied and proud of your work when done from scratch. Other than that, try to not recolor or simply draw over it, keeping the lines consistent will make it look much more pleasing. Keep up the good work.
