Wow you must travel fast over there
If you look at Phoenix in the 1970's and then now not only are there more buildings but the city fills the whole valley basin
St. Louis on the otherhand hasn't changed much at all since the 70's

Never been to St Luis... This is from a road that runs east from the south side of downtown, over 3 bridges to Key Biscayne...north of here are the roads/bridges that lead to Miami BeachΒ , the location has always been coveted, changes in zoning laws have made the boom feasible... there was a requirement that if you built on the waterfront, you had to provide public access to the view, someone found a loophole , namely that the law didn't specify it had to be access at ground level... so... if you technically make part of your 40th floor pool or restaurant balcony public, you've satisfied the requirement, the fact that, unless you are a resident or have an invitation, you cannot GET TO to those areas is immaterial

And that is how most laws go and after they find loopholes no one in gov seems in a hurry to change it.
