Well Timor isn't officially part of the ASEAN. If you use the term Southeast Asia then it might be more accurate because it refers more to the region (includes the ASEAN 10 plus Timor Leste and Papua New Guinea). But concerning the ASEAN community Timor is actually not part of it so all genders aside, ASEAN only has 10 members, not 11. So that's why most fanarts use the ASEAN term and only depict 10 countries because they actually do only have 10 countries.

I hope so, but they've applied since like 2010 or 2011 and ASEAN still has 10 members. Probably gonna take a long while until Timor becomes a member. Though I find it weird that ASEAN hasn't accepted them. Maybe it's because the country still has many problems but ASEAN accepted Cambodia, Laos, and Myanmar back when the three had a lot problems on their hands back in the late 90s.
