I was listening Roll´s theme, known as Kaze yo Tsutaete, from the Rockman 6 Complete Works version and remembered how much Roll really loves Rock(she actually reveals to have a crush on him in her song). They are robots so there is no blood relation and at least i dont see that much resemblance and incompability like siblings do for example Astroboy and Uran. From what i see the sibling thing is for living in the same house with the creator which can be seen as a paternal figure giving that they are kids.
Besides, in games like Jump Rockman, marvel vs Capcom, secret ending of Megaman Soccer using code,the ending of Rockman 6 from Complete works Collection for the PSone and the conversation of Roll with copy Roll in Megaman Powered Up we can see obvious hints that Roll has romantic feelings for Rockman.
