Considering the level you'd normally be at for the Champion fight, this is not terribly surprising. I know this because _I_ had a Zweilous for the champion battle. He'd be especially overleveled to get him to Hydreigon just for the fight.

Then again, with Shiny Deoxys there, the leveling is probably a moot point.

Well, with Zweilous there and two shinies, I kinda figured it was a rematch and not the initial fight. Can you even get Deino in ORAS pre-Champion without trading?

Well... Yes.  But like, RIGHT before Champion.  After you take care of the versions respective Primal, Deino become available in Meteor Falls through the Dex Nav.  And you can catch one at level 40, so it would at least be viable to try to train up and use.  Me, I used trading to have one from the beginning, but that's just because I wanted to do that.

I did that with Volcarona. Traded in from my Y version a bred Larvesta and trained her with the team. Still not a Volcarona by the time I faced off against Steven but then again LV 59 and Zweilous being LV 64...

Pretty much exactly what I had done.  And yeah, that ridiculously high level cap does make it hard to get them fully evolved outside of dedicated grinding.  Though, I made sure my entire team was relatively high level and didn't just use him, so if I simply focused on him he would have been there, but eh.  His being a Zweilous was useful to me anyways, as with Eviolite it made him rather bulky.  And hustle functionally raises his base attack stat to be much higher so whilst accuracy is low, it can definitely still hit hard.  Ended up being the only Pokemon on my team that could remotely stand against Primal Groudon as a result, as I was in the level range of it, and I never went to get a pokemon that could wall its moves, which a Gyarados would have been good at that, avoiding the ground moves and having high special to absorb the very powerful boosted fire attacks.  Zweilous, on the other hand, was just taking it's attacks, including Precipice Blades, and could take multiples.  Which was key, because I was resetting to specifically get a max attack Groudon.  And that hurts.

What about soft resetting? It will take a while seeing as you need to go through the Rayquaza event every time but its possible is it not?

The community has been soft resetting for a long time, there hasn't been a shiny Deoxys yet. Apparently Groudon, Kyogre, Rayquaza, and Deoxys are shiny locked, but all the others in OR/AS arn't!

I have managed to reset for a Shiny Kyurem, Latias and Cresselia however. Took about 5 days approx each time!

I soft reset for shiny Virizion, Ho-oh, Suicune and Latios. Was working on Deoxy's (the rematch after you beat the e4 for a second time) but its been over 3000 soft resets and still nothing so I might move on from it.

Eon ticket Latias/Latios is easy to count how many encounters as you can run away and the Pokedex counts each encounter for you, for the others I just counted by the day.
