Intended as a submission to , Caesar Lacertus is a Villain of proper ass-kicking proportions. This guy is a Team beater.Designed as a consequence of Vigil's departure from the DevU, I'm hoping to give him some storytime in the near future and maybe go head to head with a few of the DevU Heroes

I would certainly be interested in coming against Ritualist in some form, but perhaps not the formal setting of the AFL. I'm working on something with another Deviant right now which might give people more of a clue as to how Lacertus story is going to go. Rit, in his mercenary role, would certainly fit well into that space

he always has his tail out, his wings not really. but yeah he always looks human. he can sometimes turn into a dragon when he feels like it

He is imperious and superior. He looks down on anyone who isn't him. He comes from a VERY long line of Rulers and believes it is his right to rule.
If you want to give him a voice, he is somewhere between Dr Doom and Magneto, but with a streak of cruelty and ruthlessness that comes from his belief that EVERYONE else in the Universe is lesser.
