Yes! In my version of possible Europan life, intelligence has evolved several times at once within the Europan mega-ocean. Entire biospheres would be separate from each other for millions of years, and then brought together. Competition is fierce, and each intelligent species is trying to eradicate the others, and each race is monstrously xenophobic.

I know exactly what you mean. Every single astrobiologist/exobiologist/evolutionary biologist should be screaming Euuuuuurrrrrooooopaaaaaa!!!! at the top of there lungs, we need to stop wasting time with Luna and send an expedition to Europa, possibly Titan as well. I'm planning on majoring on evolutionary biology and eventually working with NASA.
I've been interested in Europa for years, but I am unsure if Europan art/stories will be a long-term project, but it seems like a good idea.

Yes, Mars and Europa should be very good hotspots for exobiology work. The moon is really just for historical work only.
Mars' soil is apparently hospitable as proven by the Phoenix Lander.

yeah, the ice was fond right underneath the lander. Perhaps Mars could have subsurface oceans as well...perhaps just subsurface lakes
