Ok, here we go.
Instead of tetrapods, most of the dominant land life-forms (of the Sackmothers planet) developed from bipedal frogs. The closed-womb system isn't a strange occurrence, it's just that most organisms have a sponge-like "receptor" and eggs grow in that once fertilized. But Sponginas only work if you have a lot of little offsprings, or one large offspring. The sack-womb is better for the Sackmother because she can carry multiple young at once of different age.
