Well, you can always pick characters that have same body type as you do! There's so many to choose! or you can do characters that cover the whole body (e. g. in some armor or anything) I for example am really tiny, pale and too thin - that means I can't do any tall, tanned, sexy, curvy or mature-looking characters. That's why I choose child-looking pale "skeletons" and they suit me, haha But if I was about to cosplay characters of different body type, even if they were super hot and beautiful, I would look grotesque - they woulldn't suit me as much. So my advice is - no matter what your body type is, choose someone, who is really close to it and you're gonna pull it off, trust me

I could try?? I don't know, I'm very slender but athletic, and also short. (5'3) Light olive skin too, which I think is a part of my Italian genes. 
I just don't know who I could cosplay, if anyone.

You're so lucky! With that body type you can cosplay for example princess Jasmine from Aladdin, Esmeralda from The Hunchback of Notre Dame, Storm from X-men, Nidalee from League of Legends, Rosita from The Walking Dead...and these are just characters that popped in my head right away! There are many more characters that'd definitely suit you! You just have to pick ones that you like the most and go for them! ^^

But if I do cosplay them, I'll want to pull off their personalities and voices correctly and I have no clue how I'd do practically any of those.

Just study them and practise It's basically impovised acting. I'd advise you to start with characters that are similar peronality as you are, so that you don't have to focus on the roleplay that much. And than maybe try some, that's different and try to pull it off That's how I went and I can only recommend it Just try to watch videos of the character, try to get to know their history, their personality features etc. and just study basically everything you can about the character.
