Yep, if you haven't figured it out yet this title is a play on Voltaire's The Beast of Pirate Bay. Anywho, onto the ghoul!

Species: Hydroleek
Counterpart: Aquabeek
Generic description: No body of water is safe with these amphibious abominations around! Having the tendency to act like they own whatever body of water they come across, the Hydroleek ghoul will beat up anything and anyone that thinks of getting near their stuff, and have the means to do it.

Powers: In protoform the Hydroleek is capable of swimming at speeds rivaling those of an Olympic swimming and can poke holes in the bottoms of any boat they come across with their mouth full of dangerously sharp teeth. When they reach velocity they can use the following attacks:

Seascreech- Creates a sonar blast that damages air tanks and knocks opponents out for a few seconds(underwater only)

Sinkink- Covers the opponent in a layer of a tar-like substance that holds them in one place when used on land and causes them to sink when used underwater

Hydrojet- Squirts a jet of salt water that is strong enough to knock down enemies and dent metal

ScrubaDubDoom-Scoops up to ten of the enemy's slug in its mouth and "bathes" them in a mixture that is mostly salt water but has traces of Dark Water in it that causes the slugs to be unable transform for roughly ten minutes.
