Hair is very well done in every aspect, from lineart to shading.
The bowtie is cute, the collar looks a tiny bit unnatural but it's not noticeable. You must work on the face, though - anime-style faces are wider and in girls, have a pointy end. The eye is well done, but make it larger to make her appear younger. The lips seem off to me, but I'm not good at drawing lips either so I can't offer good advice. I'm sorry. Perhaps make them simpler?
That's what I've got. Keep drawing! Be motivated to improve.
