Her family (Toguchi clan) are not known for fighting. However, they do hold many of the nation's valuable scrolls, and they actually write most of them.

Explanation:

Riemi is anemic. Riemi's anemia is the main cause of her unsuccessfulness at being a ninja. Since she is usually very tired and sometime dizzy, she often doesn't perform well. Anemia causes her to bruise very easily.

It also causes her paleness and her stick-like, thin figure - she doesn't eat a lot because it makes her feel more nauseous than she already does on a regular basis.

Because of her anemia, people treat her like she's a glass vase - others will not train with her because she bruises so easily and often passes out. If they did decide to train with her, then they would have to face the wrath of her mother. Her mother is not very powerful - her family itself is merely in the middle-class - but she is known for her violent temper, especially if someone is messing with her daughter.

Despite her setback, Riemi tries her hardest to keep at pace with the rest of her team. Oftentimes she drags them down - she has to take frequent breaks because she doesn't have enough blood cells to get as much oxygen to her heart as she needs when exerting herself, or merely even running.

The rest of her team has graduated to Chunin or Jounin. Riemi remains a Genin.

She tries to better herself by training with weapons and reading the ancient scrolls her family possesses.

She is not very good with ninjutsu or taijutsu; her best bet is genjutsu.
