My money is on Koharu being naruto's watcher she never struck me as an evil lady just a woman trying to keep her home alive and not really sure how to do that hence her conflicts with tsunade. But Koharu makes sense she is trusted by the 3rd she already has a security detail being an advisor and friend of the 3rd so there is no shift in policy and if questioned why Naruto is with her to outside forces its because there are so many orphans and she thought about adoption and inside its because she is a cable ninja and can keep an eye on the seal.
Side note Jirayia never took in naruto because if Jirayia started to show up with a blonde hair blue eye child when everyone knows the last blonde haired and blue eyed child was the 4th people will begin to question relations. I would honestly be not at all suprised if jirayia getting caught and trainning naruto wasn't an act to create a cover story of why Jirayia was teaching a suppoused perfect stranger when he hasn't taken a pupil in years.
As for yuko she is up to something and I think its big.
