I'm guessing they're supposed to be nylons but the outline for them wasn't drawn in between the toes like nylons are supposed to. So it looks like she's wiggling grey bare feet and not wiggling feet covered in hosiery.
I guess we can pretend her legs are under some sort of shadow.
